Compliance Specialist - Affordable Housing


We are seeking a detail-oriented Compliance Specialist to oversee regulatory compliance across a portfolio of multifamily and affordable housing properties. This role is responsible for ensuring adherence to federal, state, and local housing regulations while supporting property operations, financial performance, and audit readiness.


Responsibilities:


Regulatory Compliance

  • Manage and administer compliance programs across all properties
  • Monitor and interpret regulations including HUD, Section 8, LIHTC, HOTMA, and local housing laws
  • Oversee subsidy contract tracking, renewals, and modifications (e.g., OCAF)
  • Ensure compliance with Fair Housing, Rent Stabilization, and Tenant Eligibility requirements
  • Prepare and submit documentation to housing authorities and regulatory agencies
  • Respond to audits, inspections, and governmental inquiries

Audits & Reporting

  • Conduct internal file audits (move-ins, annual recerts, interims, transfers)
  • Identify compliance gaps and implement corrective action plans
  • Prepare properties for agency reviews (LIHTC, MOR, REAC, investor audits)
  • Maintain accurate and organized compliance records and reporting

Financial Oversight

  • Review and approve subsidy billing and voucher submissions
  • Ensure accurate posting of subsidy payments and tenant charges
  • Partner with accounting and legal teams on collections and compliance matters
  • Support revenue optimization within regulatory guidelines

Operations & Training

  • Advise and support property managers on compliance-related matters
  • Train site teams on regulatory requirements and best practices
  • Oversee waitlist management and move-in compliance processes
  • Foster strong relationships with agencies, ownership, and internal teams


Qualifications:


  • 3–7+ years of experience in affordable housing compliance or property management
  • Strong knowledge of HUD, LIHTC, Section 8, and rent-regulated environments
  • Experience with compliance audits, certifications, and subsidy programs
  • Excellent attention to detail and organizational skills
  • Strong communication skills with the ability to interface with agencies and stakeholders
  • Relevant certifications (e.g., COS, HCCP, C3P) preferred
